David A. Wilkins

David Wilkins brings more than 23 years of oil and gas experience to Midstream Energy Services, LLC.
David most recently served as president, chief executive office and director of Beta Oil and Gas, Inc., an independent oil and gas company located in Tulsa, Oklahoma, where he was instrumental in returning the company to profitability and increasing the company's stock price by 350% in only 18 months. During his tenure with Beta, David built a new in-house team of oil and gas professionals and repositioned the company's exploration/exploitation profile from high risk to low-to-moderate risk. Within the first year, the new team successfully increased the company's proven oil and gas reserves from 18 Bcfe to 30 Bcfe (a 65% increase) while funding $5 million of capital expenditures from internal cash flow and building working capital from a negative position to $2.5 million in less than 12 months. Under David's guidance, Beta entered into a securities purchase agreement with Petrohawk Energy, LLC, in December 2003. The transaction was closed in May 2004.
Immediately prior to Beta, David worked nine and a half years for Vintage Petroleum, Inc., a Tulsa-based independent oil and gas producer. David joined Vintage as the California operations engineer but quickly was promoted to operations manager for the entire company. David then moved to Argentina where he served as the president and general manager of Vintage Oil Argentina and successfully budgeted and managed a capital program for drilling, workovers, and facilities totaling $155 million over 46 months. Under his leadership in Argentina, daily production increased from 15,500 Boepd to 34,000 Boepd and annual revenues were in excess of $250 million with reserves in excess of 200 million Boe. David was promoted to general manager of Latin America and moved back to the company's headquarters in Tulsa to manage Vintage activities in the countries of Argentina, Bolivia, and Ecuador. These countries collectively earned revenues in excess of $300 million per year and reserves in excess of 300 million Boe.
David began his career as a petroleum engineer with Pioneer Production Corporation, an independent oil and gas company located in Amarillo, Texas. David has also served as a consulting petroleum engineer for oil and gas consulting firms in New Orleans and Amarillo; as vice president of operations for Esco Exploration Inc. in Tulsa; as vice president of operations for Edisto Resources Corp. in Dallas; and as a partner of CNW&W, a private exploration and production investment group in Tulsa.
David earned his bachelor's of science degree in petroleum engineering from Texas Tech University in Lubbock, Texas. He is a member of the Society of Petroleum Engineers and a Registered Professional Engineer.

As Chief Financial Officer of Midstream Energy Services, LLC, Joe Burnett brings more than 30 years of experience in financial reporting, operational and financial accounting, planning, budgeting, and banking relations in the energy sector to his position.
Joe most recently served as chief financial officer for Beta Oil and Gas, Inc., an oil and gas exploration and production company in Tulsa, Oklahoma, where he was responsible for financial reporting, financial and operational accounting, corporate planning, treasury management, and tax reporting. During his tenure with Beta, Joe assisted in the preparation of the company's strategic plan; implemented a cost-reduction program; assisted in a $5 million private preferred stock offering; and integrated all accounting functions that resulted from the company's merger with Red River Energy, LLC.
Joe began his career as a management trainee recruit at Getty Refining and Marketing (formerly Skelly Oil Company) in Tulsa. Over the years, he served as an accounting manager for Oil Dynamics; as the controller, treasurer and director for Trans Atlantic Resource Corp.; as vice president and controller for Esco Energy; and as controller for American Central Gas Companies (all in Tulsa).
Joe earned his bachelor's of science degree in business administration with a major in accounting from Oklahoma State University in Stillwater, Oklahoma. He is a Certified Public Accountant and a member of the Oklahoma Society of Certified Public Accountants.
Regina Gregory
General Counsel and Vice President of Human Resources

Regina Gregory brings significant legal, regulatory and business experience to her position at Midstream Energy Services, LLC, which she gained from two of the most elite law firms in the United States as well as large energy companies. As General Counsel and Vice President of Human Resources, Regina is responsible for performing and managing legal support with regard to corporate strategy and formation; business transactions and contracts for transactions, mergers, acquisitions and divestitures; regulatory issues and filings; litigation and disputes; employee related matters and contract administration.
Regina's specialization lies in oil, gas, and electric transactions involving mergers and acquisitions (particularly asset and privately held company acquisitions and divestitures); gas and electric marketing/trading transactions; commodity sales and purchases; transportation, gathering and processing transactions; pipeline leases; pipeline/facility easements; and facilities construction agreements. Her range of experience includes energy litigation and federal regulatory proceedings and filings.
From July 2003 to December 2004, Regina served as General Counsel and Vice President of Human Resources for Frontier Energy Services in Tulsa, Oklahoma, where she was responsible for the company's legal and human resource issues. Most notably, she was responsible for the legal work related to two large asset acquisitions and oversaw the $130 million-plus sale of Frontier's assets in 2004 to the Southern Ute Indian tribe.
Prior to her position with Frontier, Regina was associated with the legal firm of Jones Day, where she played an integral role in developing the firm's energy practice in Houston. There, she represented clients in the oil, natural gas, and electric industries in a range of transactions and proceedings.
Between the years 1998 and 2002, Regina served as in-house counsel for Tejas Energy, Transok, and Enogex, a wholly owned subsidiary of OGE Energy Corp. In these positions, she was responsible for transactional and litigation matters for all subsidiary companies and affiliates across Oklahoma, Arkansas, Texas and Louisiana. She also gained extensive experience working with employees from all areas of the organizations, as well as reporting and making presentations to boards of directors and executive management.
Regina began her career at Fulbright & Jaworski L.L.P., Houston, where she worked as an associate in the Energy and Environmental Section. At Fulbright, she focused on litigation and resolution of energy related matters and general commercial related matters.
Regina earned her bachelor's of science degree in marketing and finance from the University of Colorado, where she graduated magna cum laude. She graduated first in her class with Highest Honors from the University of Oklahoma College of Law in 1996. She was admitted to the Texas Bar in November 1996 and the Oklahoma Bar in April 1999.

G. Rankin Schurman II brings more than 25 years of energy marketing and production management experience to his position as Vice President of Gas Supply and Business Development of Midstream Energy Services, LLC. At Midstream, Rankin's responsibilities include the negotiation and management of the company's gas purchase and sales, gathering and processing contracts; strategic development of new business prospects.
Rankin most recently served as Vice President of Affiliate Sales and Operations for OGE Energy Resources in Oklahoma City, Oklahoma, where he was responsible for leadership of OGE Energy Corp.'s non-regulated energy marketing and trading organization with primary focus on natural gas and electric power and the optimization of associated gas transportation and storage assets. Rankin joined OGE in 1998 as Vice President of Trading and Marketing.
Prior to his tenure with OGE, Rankin was with Duke Energy Trading & Marketing in Houston, where he first served as Manager, Eastern Division Marketing and later as Director, Supply Development. Rankin previously held various gas supply, marketing and management positions with various companies including Tenneco Gas Marketing and Graham Energy Marketing in Houston, Texas.
Rankin earned his bachelor's degree in pre-law/history from Centenary College in Shreveport, Louisiana. He is a member of the National Energy Services Association.
Gwen L. Fleske
Financial Accounting Manager

As Financial Accounting Manager, Gwen Fleske brings more than 20 years of financial, accounting and planning experience to her position at Midstream. In her current role, Gwen is responsible for financial accounting, business process and controls.
Gwen previously worked for Stinnett & Associates in Tulsa, where she served as a Manager before accepting an assignment as Financial Reporting Supervisor for Vintage Petroleum/Occidental Petroleum. Her professional background includes experience as a Business Requirements Analyst for SolArc, Inc.; a Senior Marketing Services Analyst, Financial Planning Analyst, and Accounting Supervisor for Texaco, Inc./Chevron, Inc.; an Accounting Manager for Laureate Psychiatric Clinic & Hospital; and as a practicing CPA.
Gwen earned her bachelor's of science degree in business administration from Pittsburg State University in Pittsburg, Kansas. She is a member of the American Institute of Certified Public Accountants, the Oklahoma Society of Certified Public Accountants, and the Tulsa Chapter of OSCPA.
Sherry Rogers
Manager of Gas Accounting

Sherry Rogers brings more than 20 years of oil and gas accounting experience to her position as Manager of Gas Accounting for Midstream Energy Services, LLC. At Midstream, Rogers is responsible for the calculation of plant settlement and producer statements on natural gas purchase, transportation and related contracts for the company's assets.
Prior to her position at Midstream, Rogers worked for Atlas Pipeline Mid-Continent, where she first served as a business analyst in the information technology department before being named senior plant accountant. She held her current position of Manager of Gas Accounting at Midstream for two years before accepting the assignment with Atlas. Rogers' professional background includes positions as senior plant accountant for ONEOK Field Services in Tulsa, where she was responsible for comprehensive accounting of five gas plants; as a gas plant accountant for Continental Natural Gas; a revenue accountant for Kaiser-Francis Oil Company; and a staff accountant for Citgo Petroleum, all in Tulsa.
Rogers earned her bachelor's of science degree in accounting from Oklahoma State University in Stillwater.
Robert (Bob) Moore
Senior Mechanical Designer

As Senior Mechanical Designer for Midstream Energy, Bob Moore is responsible for designing, drafting and maintaining all facility drawings for Midstream Energy Services, LLC. These duties include, but not limited to, piping, structural and civil details for facility design and construction.
Bob previously served as a Senior Designer for ENGlobal Engineering where he designed piping for pipelines, storage tank facilities, and process flares; designed low-sulfur diesel purge systems; designed piping, structural and concrete for wood gasification projects; and designed piping and foundations for a launcher and receiver facility.
Prior to his position with ENGlobal, Bob worked independently as a Senior Designer for numerous clients, including PACE Consulting, Downtown Design Services and HPT. His career achievements include engineering design and draftsman positions at PACE Group, Inc., HPT, Tulsa Design Services where he served as President, Bishop Engineering, Williams Natural Gas Company, R.L. Frailey, and Dresser Engineering, all in Tulsa.
Bob earned his AS certification in Technical Drafting and Design from OSU Oklmulgee.
Traci D. Busch
Office Manager and Certified Legal Assistant

Traci Harris brings more than 20 years of executive administration and legal assistance experience to her position at Midstream. Her current role with Midstream Energy Services, LLC is as Office Manager and Certified Legal Assistant to General Counsel.
Traci previously served as an Executive Assistant and Contract Administrator for ONEOK in Tulsa. Her professional background includes serving as a Certified Legal Assistant for Pray Walker Jackman Williamson & Marlar; as a Compliance Specialist for Commercial Financial Services; as a Litigation Officer for FGB Realty Advisors; as a Certified Legal Assistant for Shanks Tritter Ledbetter & Daniel, Houston; and as a Certified Legal Assistant for Rosenstein Fist & Ringold.
Traci earned her associates degree from Tulsa Community College. She is a member of the National Association of Legal Assistants, Tulsa.
